To let you know you automatically quality for Extra Help, Medicare will mail you a purple letter that you should keep for your records. You dont need to apply for Extra Help if you get this letter.

  • If you arent already in a Medicare drug plan, you must join one to use this Extra Help.
  • If youre not enrolled in a Medicare drug plan, Medicare may enroll you in one so that youll be able to use the Extra Help. If Medicare enrolls you in a plan, youll get a yellow or green letter letting you know when your coverage begins, and youll have a Special Enrollment Period to change plans.
  • Different plans cover different drugs. Check to see if the plan youre enrolled in covers the drugs you use and if you can go to the pharmacies you want.
  • If you have Medicaid and live in certain institutions or get home and community based services, you pay nothing for your prescription drugs.

Drug costs in 2022 for people who qualify for Extra Help will be no more than $3.95 for each generic drug and $9.85 for each brand-name drug. Look on the Extra Help letters you get, or contact your plan to find out your exact costs.

NOTE: When you apply for Extra Help, you can also start your application process for the Medicare Savings Programs. These state programs provide help with other Medicare costs. Social Security will send information to your state unless you tell them not to on the Extra Help application.

Subject Matter Expert Interviews

We conducted semi-structured, key informant interviews with ten subject matter experts who are knowledgeable about the dual eligible population and state Medicaid eligibility, enrollment, and redetermination procedures. Seven of these interviews were with national experts and three were with state Medicaid officials. These interviews occurred from May-June 2017, and each lasted about 45 minutes. The goal of these interviews was to identify Medicaid policies regarding eligibility and enrollment procedures that are possibly related to the loss of full Medicaid benefits among dual eligible beneficiaries. Interviews were conducted according to standard qualitative data collection and evaluation practice, guaranteeing respondent anonymity and confidentiality.

How Do I Know If Im Enrolled In Extra Help

Youll receive notice of your Extra Help status from the SSA. Notices are different colors depending on your status:

  • Purple notices mean youre automatically qualified.
  • Yellow or green notices mean youre automatically enrolled.
  • Gray notices mean youre no longer automatically qualified.
  • Orange notices mean the amount of Extra Help youre getting is changing.

What Are The Medicare Extra Help Income And Resource Limits For 2022

You should apply if you think you qualify but your income exceeds the limits. You may still be eligible for Extra Help when your income is over the limit in some scenarios. These cases include when you or your spouse:

  • Provide financial support for other family members currently living with you
  • Earn money by working
  • Reside in Alaska or Hawaii

Resource limits also apply when determining your eligibility. To be eligible for partial Extra Help, your resources must be equal to or below $15,510 as an individual or $30,950 with burial expenses as a married couple living together. Without burial expenses, the resource limit for an individual is $14,010 and $27,950 for a married couple.

To receive full Extra Help benefits, the resource limit with burial expenses for an individual is $9,900 and $15,600 for a married couple. Without burial expenses, the resource limit for an individual to receive full Extra Help benefits is $8,400 and $12,600 for a couple.

Who Is Eligible For Medicare

Medicare is a federally-run health insurance program for people age 65 and over and people under the age of 65 who have a qualifying disability. Original Medicare, which is proved by the federal government, consists of Medicare Part A hospital insurance and Medicare Part B medical insurance.

To be eligible for Medicare, you must meet the following Medicare eligibility requirements:

    How To Apply For Medicare Extra Help

    Lots of Medicare enrollees are eligible for Extra Help, but many dont know about the program or dont apply.

    There are three ways to apply for the Extra Help program:

    • Use the online application on the Social Security Administration website.
    • Apply in person at your local Social Security office.

    Reasons For Loss Of Medicaid Coverage According To Subject Matter Experts

    To receive Medicaid benefits, generally an individual must apply to the program in the state in which they reside, and be certified as eligible at least annually, depending on state-specific criteria. Changes in income, assets, or medical need may result in an individual losing Medicaid benefits. Individuals may also lose Medicaid coverage if they fail to meet the administrative requirements, such as attending an in-person interview to renew their Medicaid benefits or providing documentation of income and assets to demonstrate their continued eligibility. Specific policies and renewal processes vary by state.

    In general, experts we interviewed expected that the full-dual population would have relatively stable income and assets over time and were likely to sustain Medicaid coverage. However, they noted several reasons that a full-benefit dual eligible beneficiary might lose coverage. They thought the most common reason would be failure to comply with certain administrative requirements less common reasons were changes in eligibility due to changes in income, functional status, or assets.

    Instability of full-dual status may vary by Medicaid eligibility category. Experts expected the greatest amount of instability to be among those eligible for Medicaid through the medically needy/spenddown pathway because of variation in medical and LTSS expenses.

    Timing Your Enrollment In A Part D Plan

    Your Part D plan will cover the cost of your medications only after you have completed enrollment in the plan and your Medicare Part A or B coverage has begun. This means that any drugs you buy while your application is pending will not be covered. So it’s a good idea to decide on a plan and submit an application in the months before you become eligible for Medicare, so that coverage will begin as soon as you are eligible.

    Also, Medicare Part D charges an additional 1% in premiums for each month you delay enrolling. While the Extra Help subsidy can remove this penalty, you should still enroll in a Part D plan as soon as you’re eligible for Medicare, in case you don’t qualify for Extra Help.     • Meet the income limit for Medicare Extra Help.The Medicare Extra Help income limits for 2022 are annual incomes below $19,320 for individuals or $26,130 combined for married couples. In this case, income does not include food stamps, housing assistance, home energy assistance, medical treatment and drugs, disaster assistance, tax credit payments, assistance from others, victims compensation payments, scholarships, and education grants. Beneficiaries who earn more can still qualify if they:
    • Support other family members who live with them
    • Have other earnings from work
    • Live in Alaska or Hawaii

    The government offers four different Medicare savings programs to help with Part A and Part B premium payments.

    Because the requirements for these programs differ by state, persons should call the Social Security Administration at 800-772-1213 to see if they are eligible.

    The following programs can assist someone in paying for their Medicare expenses:

    • Part A and Part B premiums, deductibles, coinsurance, and copayments are all covered by qualified Medicare Beneficiaries programs.
    • SLMB programs assist those with Part A and a limited income in paying their Part B premiums.
    • Qualifying Individual programs assist those with Part A and a low income in paying their Part B premiums.
