There are many misconceptions about Medicare eligibility. Many confuse Medicare with Medicaid.

Medicare is run on the federal level and is for those 65 years and older as well as those whove been collecting SSDI for at least 24 months. Medicaid is run at the state level and generally speaking is for those who are considered low-income.

The biggest misconception is that your income is a Medicare eligibility factor. This is false. Your income has nothing to do with your eligibility.

The only part of Medicare where income comes into play is how much you pay in premiums for Medicare Part B. Those who are in higher income brackets will receive an income-related monthly adjustment amount .

If you make more than $91,000, your monthly premium for Medicare Part B could be anywhere between $238.10 to $544.30. For those that earned more than $500,000 a year, your monthly Medicare Part B premium will cost you $578.30 per month.

Now, you can be considered dual-eligible for both Medicare and Medicaid. This would mean youre either 65 years old or have been collecting SSDI for at least 24 months and you have low income.

There are also Medicare Savings Programs available that can help cover out-of-pocket costs such as premiums, deductibles, coinsurance, and copays.

What Are My Insurance Options If I Cannot Get Medicare At Age 62

If you dont qualify for Medicare, you may be able to get health insurance coverage through other options:

Effective Date Of Coverage

Once an individual is determined eligible for Medicaid, coverage is effective either on the date of application or the first day of the month of application. Benefits also may be covered retroactively for up to three months prior to the month of application, if the individual would have been eligible during that period had he or she applied. Coverage generally stops at the end of the month in which a person no longer meets the requirements for eligibility.

Medicare Eligibility: Age 65 And Other Ways To Qualify

You become eligible for Medicare at age 65, or beforehand through a disability or medical condition.

In addition, there are other eligibility restrictions based on citizenship, type of Medicare plan, where you live and your work history.

How Much Will I Pay For Premiums In 2022

Most people will pay the standard amount for their Medicare Part B premium. However, youll owe an IRMAA if you make more than $91,000 in a given year.

For Part D, youll pay the premium for the plan you select. Depending on your income, youll also pay an additional amount to Medicare.

The following table shows the income brackets and IRMAA amount youll pay for Part B and Part D in 2022:

There are different brackets for married couples who file taxes separately. If this is your filing situation, youll pay the following amounts for Part B:

  • $170.10 per month if you make $91,000 or less

Your Part B premium costs will be deducted directly from your Social Security or Railroad Retirement Board benefits. If you dont receive either benefit, youll get a bill from Medicare every 3 months.

Just like with Part B, there are different brackets for married couples who file separately. In this case, youll pay the following premiums for Part D:

  • only the plan premium if you make $91,000 or less
  • your plan premium plus $71.30 if you make more than $91,000 and less than $409,000
  • your plan premium plus $77.90 if you make $409,000 or more

How To Find Out If Youre Eligible For Medicare

If youre unsure if or when youre eligible for Medicare, you can find out by using the Medicare eligibility checker. The eligibility checker will ask a few basic questions like your birthday, if youve worked at least 10 years and paid Medicare taxes, if you live in the U.S., if you get health insurance benefits through your spouse or employer, etc.

Once you provide these answers, the eligibility checker will let you know when your Medicare Initial Enrollment Period is, when the next Medicare General Enrollment Period is if youre eligible to enroll and if youre eligible for premium-free Medicare Part A, and when you can sign up.

Medicare Eligibility For People Under 62

There are a few exceptions for Medicare age limits that can allow people younger than 65 and under age 62 to enroll in Medicare.

  • If you have ALS , you are immediately eligible for Medicare regardless of your age as soon as your Social Security or Railroad Retirement Board disability benefits begin.
  • You may also qualify for Medicare if you have kidney failure that requires dialysis or a kidney transplant, which is known as end-stage renal disease .
  • You may also qualify for Medicare at age 62 or any age before 65 if you receive disability benefits from either Social Security or the Railroad Retirement Board for at least 24 months.

If you qualify for Medicare under the age of 65 because of a disability, you might also qualify for a Medicare Advantage Special Needs Plan.

Social Security Disability And Medicare

A person may have a disability that restricts their ability to work. People with these disabilities may often qualify for Social Security or Railroad Retirement Board benefits.

Once a person has received these benefits for 24 months, they can start a Medicare plan, even though they are under 65 years of age.

A person with a disability may otherwise have difficulty getting health insurance, as a private insurer may charge them higher premiums due to pre-existing medical conditions.

As a result, Medicare provides a more cost-effective coverage option for people who have disabilities.

Examples of disabilities that may qualify a person for Social Security or RRB benefits include:

  • back injuries and other musculoskeletal issues
  • bleeding disorders
  • heart conditions, including congestive heart failure
  • mental health disorders, such as depression
  • sensory issues, such as vision loss
  • speech disorders
  • severe respiratory illnesses, such as COPD

Medicare has specific criteria for children under the age of 18 years who wish to claim disability benefits or enroll in Medicare.

The SSA does not pay disability benefits to a young person until they reach 18 years of age. Therefore, a person with a disability does not qualify for Medicare until they are 20 years of age.

An exception to this rule applies to people who are 18 years of age and have ALS. They qualify for Medicare benefits once they reach this age.

Who Can Apply For Medicare Part A And Part B

The time is NOW to lower the eligibility age for Medicare.

Anyone who meets the eligibility requirements can apply for Medicare coverage. Your initial enrollment period begins three months before your 65th birthday and lasts seven months. If you sign up during the first three months of your enrollment period, your Medicare coverage will go into effect the first day of the month you turn 65.

If you qualify for premium-free Medicare Part A and you are receiving Social Security benefits when you become eligible for Medicare, your Part A coverage will begin automatically when you turn 65. . If youre not receiving benefits, you can still get Medicare Part A on time by enrolling online or contacting Medicare directly. While Part A may be automatic for some, all individuals must apply to enroll in Part B. You can sign up for Part B during your initial enrollment period that occurs around your entitlement to Part A, and then generally only between January 1 and March 31 of each year . .

If you dont apply for Medicare Part B when youre eligible, youll most likely have to pay a late enrollment penalty.

If you have to pay for Medicare Part A, it follows the same rules as Medicare Part B. You can only enroll at specific times, and you have to sign up.

Medicare Part D Premiums

Medicare Part D is prescription drug coverage. Part D plans have their own separate premiums. The national base beneficiary premium amount for Medicare Part D in 2022 is $33.37, but costs vary.

Your Part D Premium will depend on the plan you choose. Just like with your Part B coverage, youll pay an increased cost if you make more than the preset income level.

In 2022, if your income is more than $91,000 per year, youll pay an IRMAA of $12.40 each month on top of the cost of your Part D premium. IRMAA amounts go up from there at higher levels of income.

This means that if you make $95,000 per year, and you select a Part D plan with a monthly premium of $36, your total monthly cost will actually be $48.40.

On average, beneficiaries under age 65 have higher per capita spending for drugs covered under Part D and for inpatient and outpatient services, but lower spending on post-acute and hospice care than beneficiaries over age 65 .

Citizenship Residency And Social Security

Youre eligible for full Medicare benefits as long as youre a U.S citizen or have been a permanent legal resident for at least five years. Youre also entitled to receive full Medicare benefits through a spouse thats considered eligible.

Its important to note that being eligible for Medicare and being eligible for premium-free Part A are two different things. You can be eligible for Medicare due to being a U.S. citizen or permanent resident, however, if you didnt pay Medicare taxes for 10 years, or 40 quarters, then you are not eligible for premium-free Part A. What Is The Medicare Eligibility Age

For just about everyone, the Medicare eligibility age is 65. At that point, youll have access to Medicare Part A and are able to purchase Medicare Part B. For some with disabilities or End Stage renal disease, though, eligibility may come at a younger age. Most people are eligible to receive part A without having to pay for it, but there are a few exceptions, which well note in further detail below.
