What To Do If Your Medicare Provider Number Is Exposed In A Data Breach

Services Australia have provided advice and measures to protect provider numbers exposed in a data breach.

If you were notified that your Medicare provider number has been exposed, you dont need to request a new provider number. A Medicare provider number uniquely identifies you and the place you work. These are already publicly available numbers that are printed on health certificates, patient referrals and invoices.

A provider number is not enough information for a criminal to access Medicare records or claiming systems. These claiming systems include security measures to prevent unauthorised access.

As an additional measure of security, when you update your personal details, including bank account details, youll need to do this online through Health Professional Online Services .

You can find out more about managing your bank details in HPOS on the Services Australia website here.

If you suspect someone may be committing fraud against Medicare using your Medicare provider number, you should report it to Services Australia here.

Coordination Of Benefits Overview

The Benefits Coordination & Recovery Center consolidates the activities that support the collection, management, and reporting of other insurance coverage for Medicare beneficiaries. The purpose of the COB program is to identify the health benefits available to a Medicare beneficiary and to coordinate the payment process to prevent mistaken Medicare payment. The BCRC does not process claims or claim-specific inquiries. The Medicare Administrative Contractors, , intermediaries, and carriers are responsible for processing claims submitted for primary or secondary payment and resolving situations where a provider receives a mistaken payment of Medicare benefits.

All Medicare Secondary Payer claims investigations are initiated from and researched by the BCRC, and is not a function of the local Medicare claims paying office. This single-source development approach greatly reduces the number of duplicate MSP investigations. This also offers a centralized, one-stop customer service approach for all MSP-related inquiries, including those seeking general MSP information. The BCRC provides customer service to all callers from any source, including, but not limited to, beneficiaries, attorneys/other beneficiary representatives, employers, insurers, providers, and suppliers.

Physicians , physician assistants, certified clinical nurse specialists, nurse practitioners, clinical psychologists, certified nurse midwives, or clinical social workers should establish and update a record in the Medicare PECOS if they do not already have a record in that system. This article, based on CR 6842, advises you that your Medicare contractor will be mailing the letter shown in the attachment to CR 6842 if you do not have a record in PECOS. The letter will request that you take the steps to establish such a record and will explain how to do so. It is important that you maintain your enrollment information to ensure you are eligible for future Medicare initiatives and incentives.

The letter will explain that Medicare records indicate you do not have an enrollment record in PECOS because you enrolled in Medicare prior to implementation of PECOS and you have not submitted any updates or changes to your Medicare enrollment information in the past 6 years.

You should know that if you do not have an enrollment record in PECOS:

Whats On A Medicare Card

Your Medicare card will provide doctors, hospitals and other health care providers with all the information they will need to determine what kind of Medicare coverage you have and how much to bill Medicare for your medical services.

The Four Things on Your Medicare Card

  • Your full name.
  • Whether you have Medicare Part A, Part B or both.
  • The date your Medicare coverage starts.
  • What To Know About Private Contracts

A private contract is a written agreement between you and a doctor or other health care provider who has decided not to provide services to anyone through Medicare. The private contract only applies to the services provided by the doctor or other provider who asked you to sign it.

    Rules for private contracts

You dont have to sign a private contract. You can always go to another provider who gives services through Medicare. If you sign a private contract with your doctor or other provider, these rules apply:

    • Youll have to pay the full amount of whatever this provider charges you for the services you get. You and your provider will set up your own payment terms through the contract.
    • If you have a Medicare Supplement Insurance policy, it wont pay anything for the services you get. Call your insurance company before you get the service if you have questions.
    • Your provider must tell you if Medicare would pay for the service if you got it from another provider who accepts Medicare.
    • Your provider must tell you if he or she has been excluded from Medicare.
    • You cant be asked to sign a private contract for emergency or urgent care.
    • Youre always free to get services Medicare doesnt cover if you choose to pay for a service yourself.

You may want to contact your State Health Insurance Assistance Program to get help before signing a private contract with any doctor or other health care provider.

    How Does Medicaid Work

Medicaid operations vary state by state, but there are broad similarities as to operations. In general, Medicaid funds private insurance companies to provide coverage to eligible recipients. Most of these businesses maintain traditional insurance services as well. Qualification parameters for recipients include:

    • Minors living in households with a combined income no larger than 138 percent of the poverty line
    • Pregnant people whose income is below 138 percent of the poverty line
    • Parents or guardians with very low incomes as determined by state Medicaid representatives
    • The aged or disabled whose revenue comes from the Supplemental Security Income program

Once eligibility is established by the state Medicaid agency, recipients can avail themselves of many diverse medical treatments at little or no cost: physician visits x-rays and laboratory test processing, at-home nursing care as well as nursing homestays. Hospital in-patient care and emergency room services are also covered by Medicaid insurance.

A state Medicaid agency can further opt to provide other assistance like hearing aids and dental care. Prescription drugs are paid for by Medicaid, but only at selected pharmacies.
