Does Medicare Pay For Wheelchair Lifts For Vehicles

What Should You Look For To Get Handicap Vehicle Car Insurance Coverage

Will Medicare or Medicaid Pay for a Wheelchair Van?

If you are a disabled driver with a wheelchair-accessible vehicle, you are entitled to coverage, as long as your disability does not interfere greatly with your ability to drive safely.

The law protects physically challenged persons just as it protects those who are not.

You must shop and compare insurance plans and fully disclose your disability, to get the best rates on your insurance.

The U.S. Equal Employment Opportunity Commission says that discrimination does not occur if insurance companies make their decision on your coverage on vehicle modifications, an extreme disability that increases your risk factor, or other situations that raise your risk level.

However, if you present the proper information regarding your handicapping condition, communicate with and ask questions, and compare policies, there is no reason why you cannot obtain suitable insurance for your wheelchair-accessible vehicle. Remember that your disability does not excuse you from following the law, and you are still fully responsible for driving safely and obeying all traffic rules.

Does Medicare Pay For Wheelchair Lifts For Vehicles

No. Medicare is a valuable program that serves millions of Americans every year, but it will not cover every health expense and is often intended to be a foundation and not a full coverage option for most families. Through co-insurance, co-payments, and deductibles, Medicare will still have out-of-pocket costs that will add up.

Rules For Durable Medical Equipment And Medically Necessary

The Medicare.gov website explains: Medicare Part B covers medically necessary durable medical equipment that your doctor prescribes for use in your home. Only your doctor can prescribe medical equipment for you. DME meets these criteria:

  • Used for a medical reason

  • Not usually useful to someone who isn’t sick or injured

  • Used in your home

  • Has an expected lifetime of at least 3 years

The rules defining medically necessary are very strict, but there may be some circumstances where your doctor would recommend a wheelchair van as a medically necessary DME.

The good news is, when youre looking to purchase a wheelchair van or to have handicapped accessibility modifications made to your current vehicle, there are several options to help make a wheelchair van affordable, including disability grants and similar type funds.

Medicare does cover wheelchair transportation in some cases. If you have a medical need for a wheelchair and your doctor has determined that it is medically necessary, Medicare will cover the cost of transportation to and from appointments.

If a doctor orders medically necessary transportation, Medicare Part B may cover it, and Medicare Part A may cover emergency transportation as well. Non-emergency transportation to and from your doctorâs office is not covered in Part A or B. Those Medicare Advantage plans that offer the same benefits as Part A or Part B are sometimes combined into one simple plan. Customers can book rides on the Lyft Concierge system for businesses. One Medicare Advantage provider reported a 39 percent drop in ride costs and a 40 percent drop in wait times for its patients after partnering with Lyft. Lyft will, in addition to its partnership with fitness centers, provide rides for them. Medicare pays for ambulance transportation via helicopter or airplane. If you are suffering from End-Stage Renal Disease, Medicare may cover ambulance transportation in some cases.

What Is A Lift Chair

A lift chair is similar to a typical recliner but with one special feature: a motorized lift device. The device is in the base of the chair and raises or lowers the seat on command. The angle of the seat assists with getting up or down from a sitting or a standing position, which can help with balance and mobility challenges as well as stiff joints and muscle pain.

Please note: A lift chair is different from a stair lift chair, which moves up and down a staircase. Its also different from a patient lift, which caregivers use to move patients from a bed to a chair.

Using Equity In Your Home

If you have equity in your home, you may be able to use that to pay for the cost of a wheelchair platform lift. Here are some options to consider:

  • A home equity loan. You can borrow up to a certain amount of the equity in your home as a second mortgage. If you have enough equity, you can cover the entire cost of a wheelchair platform lift and then pay it off in monthly payments over time.
  • A home equity line of credit. This is similar to a home equity loan, but you get the money as a line of credit you can draw on. You’re usually given checks or a debit card for this purpose. You can use the line of credit to pay for the wheelchair lift. As you pay the balance off, you can redraw on that line of credit as needed if you want.
  • A reverse mortgage. Seniors who own their homes may be able to take out a reverse mortgage to fund improvements or modifications to the property, including a wheelchair platform lift. You typically don’t have to pay back a reverse mortgage until you move out of the home or sell the property.

Disability Car Insurance Rules

Does Medicare cover Power Wheelchairs & Mobility Scooters??

Full Disclosure When looking into how to insure a wheelchair-accessible vehicle, be sure to fully disclose all modifications to your vehicle. Different types of changes can have different effects on your rates.

Youll need to tell your insurance company about all modifications that have been made to the vehicle. Does insurance cover hand controls for your handicap vehicle? Thats one thing it covers, as long as you disclose this modification to your insurer. This list from Disabled World shows some other modifications that need to be disclosed to your insurer.

  • Siren detectors for the hearing impaired
  • Wheelchair-adjustable seats and seat belts
  • Wheelchair lifts/ ramps

Its really important that these modifications were installed properly by a licensed installer. It would be really bad if you got into a car crash just to discover that your equipment isnt covered since it wasnt installed correctly.

Equipment Coverage Make sure that any of the handicapped equipment, such as wheelchairs, is covered under your insurance. Wheelchairs that are going to be placed on the outside of your vehicle, as well as any other equipment that you take with you, should be covered.

Disability Classification Fully disclose your specific disability to remove doubts about your level of risk while driving. Your rates may be determined based on the likelihood of an accident due to your disability but not because of the disability itself.

Scooter Lifts: Whats Covered And Whats Not

Power-powered vehicles are covered by Medicare Part B for durable medical equipment. Medicare will cover the cost of purchasing a mobility scooter lift for a car. A car or van that has a scooter lift is not covered by Medicare, according to the insurance company. Medicare does not cover the cost of a scooter lift for your car, despite the fact that it is available for a wide range of home equipment. If you are covered by Medicare, your doctor must determine that using a scooter lift is medically necessary. If you require a transport chair, consult with your doctor to determine whether you are eligible for Medicare.

Home Modification Assistance Programs

State and local governments and nonprofit organizations of all types offer home modifications assistance programs for seniors or those dealing with a condition that impacts long-term mobility or other functionality. Typically, these programs provide help paying for modifications to a home that enhance someone’s ability to live independently and attend to activities of daily living.

A wheelchair platform lift does meet those requirements. These programs may have eligibility requirements that include but aren’t limited to:

  • Limited or low incomes
  • Documentation of a medical need
  • Living within the program’s coverage area

To find out about programs in your area, start with Area Agencies on Aging. You can find your local agency via the Eldercare Locator. These agencies may be able to provide information about assistance options in your area and even work with you to apply for those programs.

You can also search for home modification assistance programs in your state or check for options on state government websites.

How Does A Wheelchair/scooter Lift Work

Back Saver Wheelchair Lift

A vehicle lift will safely transfer your mobility equipment into your vehicle. Power scooter lifts also assist you in boarding your vehicle. In general, vehicle lifts work by:

  • Bringing a platform out of the vehicle under power or manually
  • Placing the equipment onto it and then securing it
  • Placing the platform back within the vehicle

Platform lifts are the most user-friendly as:

  • There is no dismantling of the wheelchair or scooter
  • The equipment can be secured to the platform prior to loading
  • The user does not need a great deal of dexterity or strength to load the equipment.

The National Highway Traffic Safety Administration recognizes the need for safety for platform lift systems, and has mandated that all wheelchair-accessible vehicles must be equipped with a safety lift interlock. This prevents the operation of the vehicle and lift in unsafe situations for example, when the vehicle attempts to move while the lift is in use. Based upon data gathered by the Consumer Product Safety Commission, as part of its National Electronic Injury Surveillance System database, its estimated that 248 injuries occur each year because of malfunctioning lifts.

Does Medicare Cover Chair Lifts For Cars

by Matt Seals | Sep 11, 2022 | Lifts |

As people age, it becomes more difficult to move around. This can be especially true if someone has mobility issues or is confined to a wheelchair. A chair lift for a car can help make it possible for an individual to get in and out of a vehicle with ease. But, does Medicare cover chair lifts for cars? Unfortunately, Medicare does not cover chair lifts for cars. This is because Medicare does not consider chair lifts to be medically necessary. However, there are other ways to get financial assistance to help pay for a chair lift. Medicaid, for example, may cover the cost of a chair lift if it is considered medically necessary. Some private insurance plans may also offer coverage for chair lifts.

The government pays for a portion of the cost of a lift chair under its durable medical equipment program. However, in order to be approved for the payment, you must meet a few requirements. A lift chair, as opposed to a stair lift chair, moves up and down stairs. Anyone with hip, knee, or muscle issues, whether they are on the move or sitting in a chair, has the option of using a lift chair. If you qualify, Medicare will pay 80% of the cost of a motorized lift device. Your total payment will vary depending on the type of insurance you have, where you get the lift chair, and other factors.

Which Medicare Plans May Be Best For You If You Know You Need A Wheelchair

If you think youre going to need a wheelchair in 2020 and youre eligible for Medicare, you will need to decide which plan will best meet your needs.

Medicare Part A covers hospitalization. If you need a wheelchair during a hospital stay or while you are in a nursing home, the facility will provide you with one.

Medicare Part B covers medical services. Under Part B, wheelchairs are covered as durable medical equipment.

Medicare Part C is also called Medicare Advantage. Since Medicare Advantage plans are required to cover the same benefits as original Medicare , wheelchairs are covered under these plans. The specific benefits and requirements will vary from plan to plan.

Medicare Part D is prescription drug coverage. Even though you need a prescription or a doctors order to obtain a wheelchair, they are not covered under this part of Medicare.

Medigap are add-on plans to help you pay for costs that Medicare does not cover. Some Medigap plans could help you pay for some or all of the expense of a wheelchair.

Some Medicare Advantage Plans Cover Home Modifications

Some Medicare Advantage plans may cover home modifications designed for aging in place. That can include the installation of wheelchair ramps, bathroom grab bars, traction strips for stairs and even the widening of hallways and doors.

Some Medicare Advantage plans may also cover non-emergency transportation services, such as community transportation to a doctors office. These services may include coverage of handicap vans, depending on your plan and the transportation services it offers.

Medicare Advantage plans are sold by private insurance companies and are required by law to provide all of the same benefits as Original Medicare. As mentioned above, what distinguishes these plans is that they have broader limits of their coverage and typically offer some benefits not found under Original Medicare. Coverage of prescription drugs, dental, vision and hearing aids are some of the more common extra benefits found in these plans.

Its possible that a Medicare Advantage plan may extend its benefits to provide coverage for certain modifications to a vehicle as well, including wheelchair accessibility. Coverage may be restricted to those with severe disabilities requiring chronic hospitalizations. If you are enrolled in a Medicare Advantage plan, contact your plan directly to inquire about any coverage options.
