The bipartisan Action for Dental Health Act of 2018 has been applauded by consumer advocates and the dental industry as a step towards improving Americans oral health via a grant-based program, but its also controversial in that much of its focus is on improving education and awareness surrounding oral health, as opposed to actually increasing access to care .
And high-quality dental insurance for adults remains elusive. Bills are routinely introduced in Congress to add dental care to Medicares list of covered services, but have thus far not been successful.
Most recently, Senator Ben Cardin introduced the Medicare Dental Benefit Act of 2021 . The legislation, which Cardin has introduced several years in a row, calls for Medicare Part B to cover services that are necessary to prevent disease and promote oral health, restore oral structures to health and function, and treat emergency conditions. These would include things like cleanings, exams, x-rays, fillings, extractions, root canals, crowns, dentures, emergency dental care, and other necessary services related to dental and oral health.
S.97 has not advanced in the 2021 session, but you can contact your elected representatives to urge them to support this legislation if dental coverage for Medicare beneficiaries is important to you.

Tens of millions of older Americans who cannot afford dental care with severe consequences for their overall health, what they eat and even when they smile may soon get help as Democrats maneuver to add dental benefits to Medicare for the first time in its history.
The proposal, part of the large budget bill moving through Congress, would be among the largest changes to Medicare since its creation in 1965 but would require overcoming resistance from dentists themselves, who are worried that it would pay them too little.
The impact could be enormous for people like Natalie Hayes, 69. Ms. Hayes worked in restaurants, raised a son and managed her health as best she could within her limited means. As she lost her teeth most of them many years ago and her remaining front ones last fall she simply lived with it.
I had a lot of pneumonia, she said, at a recent visit to the Northern Counties Dental Center in Hardwick, Vt. Not a lot of good dental care.

Does Private Health Insurance Pay For Dental Care
Many Australians use private health insurance to pay for dental care. Most health funds will only pay about half of the cost and you will need to pay the rest yourself.
Policies vary widely between different health funds. There are differences in what they will cover and how much they will pay. There may also be limits on how much you can claim each year. It is important to check what is included in your cover before you receive dental care.
Dental services covered are set out in the General treatment, Extras or Ancillary section of the policy. Funds use different terms to describe what they will pay for, so you will need to check the policy carefully:

Do Medicare Advantage Plans Include Dental Insurance
Medicare Advantage plans, also known as Medicare Part C or MA plans, are offered through private insurance companies that are approved by Medicare. A Medicare Advantage plan will bundle both Medicare Part A and Medicare Part B .
A Medicare Advantage plan may also provide coverage for additional health services, including dental, vision, and hearing. Some MA plans may also include prescription drug coverage, known as Medicare Part D.

How Current Proposals Would Add A Dental Benefit To Medicare
In the 116th Congress, the House of Representatives passed the Elijah E. Cummings Lower Drug Costs Now Act , which among many provisions, provided for dental coverage under Part B of the Medicare program, starting in 2025 if enacted into law. Medicare would cover 80% of the cost of preventive services and basic treatments, and would phase up coverage for more major treatments, covering 10% of the cost in 2025, increasing 10 percentage points per year to 50% in 2029 and thereafter. The Congressional Budget Office estimated this benefit would cost almost $238 billion over 10 years . The recently reintroduced version of H.R. 3 does not include coverage for a dental benefit.
Representative Doggett introduced the Medicare Dental, Vision, and Hearing Benefit Act in July 2021 that would provide dental coverage under Medicare Part B. In contrast to H.R.3, the proposal, according to a press release, would require no coinsurance for preventive services, and impose a 20% coinsurance for more extensive benefits, which is similar to how the Part B benefit is structured for physician and other outpatient services, and is lower than the 50% coinsurance typically charged by Medicare Advantage plans.
