Medicare Savings Programs are programs run by state governments. They may payfor Medicare Part A and/or Part B premiums, deductibles, copayments and coinsurance associated with Medicare for people with limited income and assets.

Assets are any money you have in the bank, and the value of certain investments . However, the house you live in and up to one car you own are not counted as assets when it comes to qualifying for a Medicare Savings Program.

When Do I Use My Medicare Cards

Everyone who enrolls in Medicare receives a red, white, and blue Medicare card. This card lists your name and the dates that your Original Medicare hospital insurance and medical insurance began. It will also show your Medicare number, which serves as an identification number in the Medicare system.

If you have Original Medicare, make sure you always bring this card with you when you visit doctors and hospitals so that they can submit bills to Medicare for payment. If you have a supplemental insurance plan, like a Medicare Supplement Plan, retiree, or union plan, make sure to show that plans card to your doctor or hospital, too, so that they can bill the plan for your out-of-pocket costs.

Note: Medicare has finished mailing new Medicare cards to all beneficiaries. You can still use your old card to get your care covered until January 1, 2020. However, if you have not received your new card, you should call 1-800-MEDICARE and speak to a representative.

If you are enrolled in a Part D plan , you will use the Part D plans card at the pharmacy.

Remember: Do not give your Medicare or Social Security numbers or personal data to strangers. Medicare will never ask for this information over the phone. If you believe you have been the target of Medicare marketing or billing fraud, contact your local Senior Medicare Patrol.

Extra Help To Pay For Medicare Prescription Drug Costs

Extra Help is a Medicare program to help people with limited income and resources pay Medicare prescription drug costs. You may qualify for Extra Help if your yearly income and resources are below these limits in 2022:

  • Single person – yearly income less than $20,388 and less than $14,010 in other resources per year

You may qualify even if you have a higher income . Resources include money in a checking or savings account, stocks, bonds, mutual funds, and Individual RetirementAccounts . Resources dont include your home, car, household items, burial plot, up to $1,500 for burial expenses , or life insurance policies.

If you qualify for Extra Help and join a Medicare drug plan, you’ll:

  • Get help paying your Medicare drug plan’s costs.
  • Have no late enrollment penalty.

You automatically qualify and will receive Extra Help if you have Medicare and meet any of these conditions:

  • You have full Medicaid coverage.
  • You get help from your state Medicaid program paying your Part B premiums .
  • You get Supplemental Security Income benefits.

Drug costs in 2022 for people who qualify for Extra Help will be no more than $3.95 for each generic drug and $9.85 for each brand-name drug.

Am I Eligible For Medicare Part B

Where And How To Apply For Medicare Part B

âMedicare isnât just available for everyone,â says Donovan. Specifically, youâre eligible for Medicare Part B if:

  • Youâre 65 or older
  • You have certain disabilities
  • You have end-stage renal disease

Medicare Part B Premiums

For Part B coverage, youll pay a premium each year. Most people will pay the standard premium amount. In 2023, the standard premium is $164.90. However, if you make more than the preset income limits, youll pay more for your premium.

The added premium amount is known as an income-related monthly adjustment amount . The Social Security Administration determines your IRMAA based on the gross income on your tax return. Medicare uses your tax return from 2 years ago.

For example, when you apply for Medicare coverage for 2023, the IRS will provide Medicare with your income from your 2021 tax return. You may pay more depending on your income.

In 2023, higher premium amounts start when individuals make more than $97,000 per year, and it goes up from there. Youll receive an IRMAA letter in the mail from SSA if it is determined you need to pay a higher premium.

Whats Not Covered Under Medicare Part B

Original Medicare doesnât cover every medical service. Part A and Part B usually donât cover:

  • Most dental care
  • Routine foot care
  • Most prescription medications
  • Care outside the U.S.

Medicare Supplement plans, such as Part D for medication coverage, can help fill in the gaps . You can often get additional benefits through a Medicare Advantage plan as well. Known as Part C, these Medicare-approved plans are offered by private insurance companies. Theyâre a kind of âhybridâ between government insurance and private insurance, says Donovan.

With Medicare Part B, you usually have to pay a 20% coinsurance â meaning a percentage of the cost. For example, if a service costs $100, you would pay $20, while Medicare would pay $80.

Medicare Part D Premiums

Medicare Part D is prescription drug coverage. Part D plans have their own separate premiums. The national base beneficiary premium amount for Medicare Part D in 2023 is $32.74, but costs vary.

Your Part D Premium will depend on the plan you choose. Just like with your Part B coverage, youll pay an increased cost if you make more than the preset income level.

In 2023, if your income is more than $97,000 per year, youll pay an IRMAA of $12.20 each month on top of the cost of your Part D premium. IRMAA amounts go up from there at higher levels of income.

This means that if you make $98,000 per year, and you select a Part D plan with a monthly premium of $36, your total monthly cost will actually be $48.20.

Do I Have To Apply For Medicare Part B

If youre under age 65 and already receiving Social Security or Railroad Retirement Board disability benefits, youll be automatically enrolled in Medicare parts A and B when you turn 65. If you dont wish to have Medicare Part B, you can defer it at that time.

If youre not currently receiving these benefits, youll have to actively enroll in Medicare.

Important Medicare Deadlines

Its extremely important not to miss any Medicare deadlines, as this can cause you to face late penalties and gaps in your coverage. Here are the Medicare deadlines to pay close attention to:

  • Original enrollment. You can enroll in Medicare Part B 3 months before, the month of, and 3 months after your 65th birthday.
  • Medigap enrollment. You can enroll in a supplemental Medigap policy for up to 6 months after you turn 65 years old.
  • Late enrollment. You can enroll in a Medicare plan or Medicare Advantage plan from January 1March 31 if you didnt sign up when you were first eligible.
  • Medicare Part D enrollment. You can enroll in a Part D plan from April 1June 30 if you didnt sign up when you were first eligible.
  • Plan change enrollment. You can enroll in, drop out of, or change your part C or Part D plan from October 15December 7, during the open enrollment period.
  • Special enrollment. Under special circumstances, you may qualify for a special enrollment period of 8 months.

How Do I Sign Up For Medicare Part B If I Already Have Part A

If you are already enrolled in Medicare Part A and you would like to enroll in Part B under the Special Enrollment Period , you can apply online at Apply for Medicare Part B Online during a Special Enrollment Period. You can upload your application and documents that verify your group health plan coverage through your employer.

You can also fax or mail your completed CMS-40B, Application for Enrollment in Medicare Part B and the CMS-L564, Request for Employment Information enrollment forms and evidence of employment to your local Social Security office. If you have questions, please contact Social Security at 1-800-772-1213 .

Note: When completing the forms CMS-40B and CMS-L564:

  • State I want Part B coverage to begin in the remarks section of the CMS-40B form or online application.
  • If your employer is unable to complete Section B, please complete that portion as best as you can on behalf of your employer without your employer’s signature.
  • Also submit one of the following forms of secondary evidence:
    • Income tax returns that show health insurance premiums paid.
    • W-2s reflecting pre-tax medical contributions.
    • Pay stubs that reflect health insurance premium deductions.
    • Health insurance cards with a policy effective date.
    • Explanations of benefits paid by the GHP or LGHP.
    • Statements or receipts that reflect payment of health insurance premiums.

Paying For A Prescription Drug Plan

If you qualify for theQMB, SLMB or QI Medicare Savings Programs, then you also automatically qualify for a program called Extra Help designed to help with paying for your prescription drugs. Prescription drug coverage is provided through Medicare Part D, which is why Extra Help is also known as the Part D Low-Income Subsidy. But you dont have to be in a Medicare Savings Program to receive help paying for your prescriptions under Extra Help. If your annual income as an individual is up to $1,698 per month or $2,288 as a couple in 2022, you may be eligible. Asset limits in 2022 are up to $15,510 for an individual or $30,950 for a couple.

Depending on which Medicare Part D plan you choose, the program can reduce or eliminate your plans premium and deductible, and also lower the cost you pay for the prescription drugs covered under your plan.
