Who Qualifies For Medicaid

Medicaid qualification is different in every state. You must be a resident of the state in which you are applying for benefits and must be a U.S. citizen or otherwise qualified non-citizen such as a lawful permanent resident.

Federal law requires every state to provide Medicaid to the following mandatory eligibility groups that meet certain income and asset requirements:

  • Low-income families
  • Pregnant women
  • Children
  • Individuals receiving disability benefits
  • As you can see from the federal guidelines, the only reference to age is in regards to children. Each state governs its own Medicare program in adherence to federal regulations. Some states may have an age requirement in order to qualify for its Medicaid program while other states may not.

      Medicare And The Individual Mandate

The Affordable Care Act imposes a penalty on uninsured persons that was $695.00 per adult individual in the calendar year 2016. The law applies to older Americans, and it applies to retirees as well as those still working.

Having Medicare can avoid the penalty because some parts of Medicare qualify as health insurance coverage under Obamacare. Part B Medical Insurance standing alone does not, and neither does the Medicare Supplement, nor Part D: Prescription Drugs. The below listed Medicare items qualify and satisfy the individual mandate.

Upon further discussion, this man knew his wife would not be eligible for Medicare until then he just wants to put her on his Medicare medical plan, as she was with his employers plan before he retired. But that wont work.

A medical plan to go with Part A and Part B is generally either Medicare supplement insurance or a Medicare Advantage plan. This additional coverage helps to cover Medicares out-of-pocket costs. And that coverage is a one-person plan. Medicare does not cover dependents.

Remember: Unless you have serious medical issues that qualify you for early enrollment, you will have to wait until age 65 and your Initial Enrollment Period to begin the Medicare process. Then, the coverage you choose will be just for you.

Medicare eligibility for seniors begins at age 65 . Your initial enrollment period for Medicare begins three months before the month of your 65th birthday, and ends three months after the month you turn 65.

If you miss your initial Medicare enrollment window, you can sign up during the general enrollment period of January 1 through March 31 of each year. But holding off too long could cost you. If you wait too long to sign up for Medicare Part B, youll face a 10 percent increase in your Part B premiums for every year-long period you were eligible to enroll but didnt. There are also financial implications associated with waiting too long to sign up for a Part D drug plan.

That said, if youre still working and have coverage under a group health plan during the seven-month period surrounding your 65th birthday, youll get a special enrollment period that begins when you separate from your employer or your group coverage ends. As such, you wont have to worry about the aforementioned penalties provided you sign up during your special enrollment period.

This type of Medicaid also has an age restriction and could therefore also be considered age-based.

ABD and EPSDT are required by federal law to be included in all state Medicaid programs. But as long as certain federal requirements are met, state Medicaid programs are free to offer their own Medicaid benefits and eligibility guidelines to people who might not otherwise be eligible for these two programs. Age may or may not play a role, depending on where you live.

For example, Medicaid in North Carolina is only available to those age 65 and over or 21 and under unless you are pregnant, are responsible for a child age 18 and under, disabled or require long-term care.

But in North Dakota, Medicaid is available to all low-income adults, regardless of age.

Just last fall, Blue Cross Blue Shield of Tennessee dropped its contract with SilverSneakers entirely according to a story from the Nashville Post.

Luckily, Medicare beneficiaries aren’t necessarily out of luck. If your plan drops SilverSneakers, your plan may replace it with a similar program such as Silver& Fitwhich was the case for BCBS of Tennessee. However, if you or your spouse did not pay Medicare taxes, you may have to pay for Part A. Medicare Part A covers hospital insurance. Medicare part B covers things like outpatient care, preventive services and medical equipment. It can also cover part-time home health services and physical therapy. Should you decide you also want Medicare Part B, you must pay a monthly premium.

If you have received Social Security disability benefits for 24 months, you will automatically be enrolled in Medicare at the start of the 25th month. If you have Lou Gehrigs disease, you are automatically enrolled the first month you begin receiving benefits. For these situations, enrollment includes both Medicare Part A and Part B. However, if you have end-stage renal disease, your Medicare benefits are determined on a case-by-case basis. In this case, you will need to manually apply.
